You can use a multimeter set to read Volts DC. The voltage should read within 1 or 2 volts, plus or minus of the specified battery voltage. Any less and the battery is dead or close too it. If the battery has been damaged then it will most likely read zero volts. It is a damaged battery that is the problem to your charger. When you plug the damaged or "shorted" battery into the charger it shorts out the charger.
