Default PC 6902 armature testing

I have an old Porter-Cable 6902 router which has served me well. It started running very warm along with intermittant vibration so I took it apart thinking the bearings were bad. Not so. I diid a resistance check on the commutator and the readings across all segments was lest than an ohm. All segments to each other read less than an ohm. I don't think this is normal. Can I assume the armature is bad? Thanks.
