The spring is not recoiling the rope and I cant get part #33 off to get to the spring.

It may be that you need to take the screw out of the clutch drum. I believe it is a Torx 25 in the same place the drive shaft came from. Once the drum is off the clutch need to be removed. Lock the piston and remove the clutch in the direction printed on the clutch. It will take a sharp blow with the piston locked to remove the clutch. Now the recoil housing can be removed and the starter spring will be in this housing.
