Delta Sander SA 446

I have a Delta SA 446 Disc/Belt sander and am trying to replace the drive belt. To access the belt replacement, I believe I have to remove the Disc (4) and the guard (7A). I've removed the hex screw (5) from the disc but it still wont come away from the shaft. It just spins freely on the shaft (29). How do I get the disc off so I can replace the belt?

This might not be the answer but after looking at your diagram I don't see anything else that would hold it onto the shaft. Sometimes the set screws will leave a mark on the shaft which can make it difficult to remove the collar from the shaft. I would try pulling on the collar with a little force and see what happens.
