The bushcutter will not rev up all the way. How do you adjust the carb?

I would recommend that you take it to a repair shop and have them adjust it.
There are couple of reasons I say this.
First, any carb from about the last 10 years will need special tools to make any adjustments due to EPA laws.
Second, modern 2-cycle engines are built to very tight tolerances and use very little oil in the fuel in order to burn clean enough for the EPA requirements. This makes the engines very sensitive to being adjusted lean. Even a few seconds of use at a too lean adjustment can cause serious engine damage. You really need a tachometer to properly adjust modern 2-cycle engines properly.

Where does one buy these special tools to adjust the carb?
New carb = $20
Visit to repair shop = $75 hr plus an hour of my time plus gas to get there.
Special tool = $$?
Is the new carb properly set up? Or do I take it to the $75 per hour repair shop, too?
