If you can't manually rotate the brushes, it is probably a seized bearing (there are 2) in the turbine assembly. Remove and dissasemble the turbine (43191021), remove the turbine from the shaft and knock the shaft out of the housing to get to the bearings. The bearing part number may be 91001075, but don't quote me on that.
